DGP Haryana Launches New Tamper-Proof Packaging Materials and Inaugurates Four Mobile Forensic Vans

Karnal /Madhuban, 16 May — Haryana’s Forensic Science Laboratory (FSL), once regarded purely as an analytical institution, has today emerged as the backbone of the scientific justice system. Over the past eighteen months, FSL Haryana has not only acquired a wide array of advanced scientific instruments but also boosted casework and judicial throughput by recruiting additional staff – ranging from SSO specialists to cyber forensic experts – resulting in a significant reduction in pending cases.

Precise On-Site Investigation: Mobile Forensic Vans Enhance Reach and Reliability
In a landmark initiative, DGP Haryana Mr. Shatrujeet Kapur formally inaugurated four state-of-the-art Mobile Forensic Vans at the FSL Madhuban campus. During the ceremony, he inspected each van. Equipped for DNA sampling, fingerprint capture, digital documentation, camera recording, and preliminary analysis, these vans can now collect scientific evidence directly at crime scenes – eliminating traditional delays and preventing evidence degradation.
This is especially beneficial for rural and remote areas, where investigators previously waited for specialists to arrive. Immediate on-site evidence collection will improve both the speed and quality of judicial proceedings.

A New Standard in Evidence Security: Tamper-Proof Packaging Launched
At the same event, DGP Kapur also unveiled advanced tamper-proof packaging and sealing materials developed by FSL. Designed to reveal any tampering, these seals will strengthen the admissibility of evidence in court. By ensuring evidence remains intact from collection to presentation, this innovation enhances transparency and accountability in the justice system, reduces the risk of wrongful acquittals, and bolsters public confidence in judicial outcomes.

Quality, Speed, and Transparency: Haryana Police’s New Benchmark
“These two initiatives demonstrate Haryana Police’s commitment to a scientific approach,” said DGP Kapur “FSL Haryana is no longer merely a reporting agency; it plays a decisive role at every stage of scientific justice. Investigations will now be faster, impartial, and so technically sound that contesting evidence in court will be extremely difficult.

Capacity Building and Infrastructure Enhancements
Mr. Kapur reported a 70.7% increase in sanctioned strength and substantial recruitment progress over the past eighteen months. The hiring process is active for 257 new positions, which are expected to be filled soon. Instrument capacity has risen by 166.7%, greatly enhancing analytical throughput. Expansion of DNA, NDPS, and Mobile Forensic Van units has improved case-disposal rates and report quality. FSL Haryana has also launched training and internship programs with 149 interns to strengthen skills and expertise.

Technical and Human Resource Empowerment
FSL Director Mr. O.P. Singh noted that, under DGP Kapur’s leadership since August 2023, scientific staff numbers rose from 46 to 80. Divisions such as NDPS, DNA, Cyber Forensics, Toxicology, and Biology have been outfitted with cutting-edge instruments like GC-MS units, high-precision microscopes, and the latest DNA sequencers. These resources enable FSL to conduct rapid and reliable investigations of even the most complex cases. This upgrade reflects not just new equipment but a broader shift toward evidence-based, scientific inquiry.

Digital Tracking for Transparent, Traceable Casework
The forensic Case Management System, Trakia, has been fully digitized. From case filing and receipt to report generation and follow-up, every step is now trackable on the portal—saving time and minimizing human error. A priority-case digital request feature allows officers to flag urgent matters directly, ensuring swift resolution without paper-based delays.

Technical Foundation for Judicial Coordination and Legal Validity
All FSL reports are now certified with digital signatures and can be verified in real time via the portal. This enhances the legal robustness of scientific evidence in court and offers judges greater transparency and confidence when weighing forensic findings.
